Andrew Afflerbach

Andrew holds a Ph.D. in Astronomy from the University of Wisconsin–Madison (1996) and a B.A. in Physics from Swarthmore College (1991).

Andrew is a nationally recognized expert in broadband and telecommunications, with more than 25 years of experience advising cities, states, utilities, and nonprofits on wired and wireless communications strategy. His work has directly helped connect millions of people who lacked broadband access, including underserved and rural communities across the United States and internationally. He worked with state and local governments to plan and prioritize broadband deployment to the neediest communities in the United States.

He is Chairman of the Board and Chief Strategy Officer of CTC Technology and Energy, where he previously served as CEO and Chief Technology Officer. In that role, he built and led a team of 30 engineers, analysts, and technicians and directed complex, multi-year infrastructure projects for public-sector clients. His work at CTC consistently bridged technical analysis with policy outcomes that serve the public interest.

In college Andrew worked on a research project on the efficacy of the WIC program, for which he interviewed young mothers in shelters about their nutrition and use of the program, and saw how WIC was essential for that community—and that something similar needed to be done for the rest of Americans in need.

He is an active member of Congregation Shaarei Kodesh in Boca Raton, Florida and Tifereth Israel in Washington, DC, and his Jewish identity and community ties are central to his life and values.  He recently joined the Keshet Board of Directors.

Andrew and Joanne Hovis— whom he met through the Ofek Shalom cooperative in Madison, Wisconsin — relocated to Florida during the pandemic to be close to family and have made it their home, while spending time each summer in Bethesda, Maryland. Both are active UW–Madison alumni. Andrew and Joanne have two adult children, Beryl and Ari.  Outside of work, Andrew is an avid runner and cyclist, an experienced hiker, and is working toward a pilot’s license.
